  • Tonya  Schreiber

    Tonya Schreiber

    Ms. Tonya D. Schreiber serves as Deputy Chief Administrative Officer, Mission Support Bureau (MSB). Ms. Schreiber has over 27 years of experience in the emergency management and intelligence community, where she has held positions as a technical advisor, an administrator, a researcher, a volunteer, and an evaluator.

    Ms. Schreiber recently served as the Deputy Assistant Administrator for DHS/FEMA Grant Programs Directorate. She was responsible for the development, administration, implementation, award, and closeout of more than 50 different disaster and non-disaster grant and financial assistance programs, representing approximately $4 billion in non-disaster grant funding annually.

    She came to FEMA from the Pipeline and Hazardous Materials Safety Administration at the U.S. Department of Transportation where she served as the Executive Director for the Office of Hazardous Materials Safety. As the Executive Director, she oversaw millions of dollars in Hazardous Material Emergency Planning grants, the development of strategic goals and objectives, and provided oversight on a wide range of transportation research & preparedness projects, risk analyses, and cooperative agreements.Before joining the DOT, Ms.Schreiber worked for the Department of Defense as an Industrial Hygienist. There she developed and administered all aspects of radiological, environmental, occupational safety and health compliance programs to include emergency response and community preparedness at the state and local level.

    Also, Ms. Schreiber currently serves in the Maryland Air National Guard where she has been a member for the last twenty-four years.  In her current position as a Chief Master Sergeant Schreiber she is responsible for overseeing professional personnel development, for the state of Maryland. Over the past 24years, Chief Schreiber has participated in Operation Desert Shield/Storm and Operation Noble Eagle. She has served with Headquarters United States European Command Engineering Directorate, the Pentagon Joint Chiefs of Staff J-4 Engineering and Readiness Directorate, and the National Security Agency. She has a Bachelor of Science degree in Environmental Toxicology from University of Maryland Baltimore County.

  • Kevin Cox

    Kevin Cox

    Kevin Cox, PMP, CISSP, is Assistant Director for Information Security Technologies for the CIO’s IT Security Staff of the Department of Justice (DOJ). In that role, he works with his team and with DOJ Bureaus and Components to implement enterprise security solutions that strengthen the DOJ’s IT security posture and provide near real-time awareness. Cox also serves as a Co-chair of the Federal Mobile Technology Tiger Team (MTTT). The MTTT was responsible for addressing Milestone 10.2 (Government Use of Mobile Technology – Barriers, Opportunities, and Gaps) of the Federal Digital Government Strategy (DGS). The MTTT is currently supporting DOD, DHS, and NIST in addressing DGS Milestone 9.1 (Government-wide Mobile and Wireless Security Baseline).

    Prior to his current roles, Cox served as the Program Manager for the DOJ Computer Emergency Readiness Team (DOJCERT) and served as a project manager and Unix system administrator for a major server consolidation project. He holds an MA in Public Policy from West Virginia University and an MA in Divinity from the University of Chicago.

  • Robert Palmer

    Robert Palmer

    Robert Palmer is the Director of the Information Assurance Division (IAD) within the Enterprise System Development Office (ESDO) in the Department of Homeland Security (DHS) Office of the Chief Information Officer (OCIO). ESDO, a newly formed OCIO office, is responsible for the planning and delivery of enterprise application services for DHS. As the Director of IAD, Mr. Palmer leads a team dedicated to continually supporting the rapidly changing information landscape through applying a holistic approach to security assessment and risk management enabling the delivery of flexible and innovative IT services.

    Previously, Mr. Palmer served as a Branch Manager within the Information Assurance and Cyber Security Division of the TSA Office of Information Technology where he was responsible for oversight, maintenance, and execution of budget allocations and all procurement/acquisition actions, as well as management of the Audit, Operational Support, and Cyber Security Awareness and Outreach Sections. Mr. Palmer has also spent several years in the area of Security Operations Center (SOC) analysis, consulting, and management with the Army, Missile Defense Agency, and TSA.

    Mr. Palmer has more than 15 years of program and project management experience, more than 10 focused on IT and IT security. Along with being a Certified Acquisition Professional (CAP) in Program Management Level II and Contracting Officers Representative (COR), he has also achieved a Masters Certificate in Project Management with a concentration in IT Project Management from The George Washington University.

  • Arleas Upton Kea

    Arleas Upton Kea is the Director of the Division of Administration at the Federal Deposit Insurance Corporation (FDIC). As Director, Ms. Kea has national responsibility for providing human resources management, acquisitions, facilities management and a wide variety of corporate management and logistical support to the FDIC's nationwide staff of approximately 6,500 employees located throughout Washington, D.C., eight Regional locations, and 85 field office locations. Ms. Kea has testified on behalf of the FDIC before the Senate Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia, regarding the FDIC’s experience in pay banding and pay for performance systems.  In addition to her program responsibilities, Ms. Kea had primary responsibility for implementation of the Corporation's first Diversity Strategic Plan. 

    Ms. Kea has enjoyed a distinguished career at the FDIC.  Prior to her current position, Ms. Kea served as the FDIC's Ombudsman.  In that capacity, she fulfilled a critical role for FDIC and the banking community through her effective liaison with bankers, industry representatives, community groups and other members of the public.  Ms. Kea's success in this role was evident through her selection as Chairman of the Coalition of Federal Ombudsmen and her receipt of the Vice President's National Performance Review prestigious Hammer Award for her contributions to Federal Ombudsmen programs.  Her approach to the Ombudsman's role in brokering relationships between the public and regulatory agencies still serves as a model today throughout the government.

    Prior to serving as FDIC Ombudsman, Ms. Kea was an active member of FDIC's Legal community.  She began her legal career as a staff attorney and quickly advanced to the senior positions of Assistant General Counsel and Acting Deputy General Counsel during the height of the 1990’s banking crisis.  During this time, Ms. Kea successfully handled numerous high-profile, complex cases involving professional liability litigation, failed financial institution matters, and labor-management issues.

    Ms. Kea remains active within the business community and is highly sought after as a public speaker on a wide range of topics related to her background and experience.  

    Ms. Kea received a Juris Doctor degree from the University of Texas Law School, and completed the program of Instruction for Lawyers at Harvard Law School and the Program for Senior Managers in Government at Harvard’s Kennedy School of Government.  She holds a Bachelor of Arts Degree with honors from the University of Texas.  Ms. Kea is a native of a small German community in south central Texas.  She now resides in Silver Spring, Maryland with her family.

  • Pam Mitchell

    Ms. Pam Mitchell is currently the Director, Human Resources Operational Programs and Advisory Services (HROPS), Defense Civilian Personnel Advisory Service (DCPAS). DCPAS is aligned under the Deputy Assistant Secretary of Defense, Civilian Personnel Policy, and is a component of the Defense Human Resources Activity. Ms. Mitchell, a member of the Senior Executive Service, is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen mission readiness of the total force. 

    Prior to this assignment, Ms. Mitchell served as the Acting Director of the Federal Voting Assistance Program (FVAP), a component of the Defense Human Resources Activity. She was responsible for administering the federal responsibilities of the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) for the Secretary of Defense, who is the Presidential designee.

    Prior to this assignment, Ms. Mitchell was Director, Defense Travel Management Office (DTMO). The DTMO is aligned under the Deputy Assistant Secretary of Defense, Military Personnel Policy. As the Director, Ms. Mitchell was responsible for commercial travel management and housing and cost of living allowances program management for the Department of Defense.

    Ms. Mitchell holds a Master of Science degree in National Security Strategy from the National War College, National Defense University and a Master of Business Administration from Florida Tech. She holds a Certificate in Information Strategy, School of Information Warfare and Strategy, Information Resources Management College, National Defense University, and is a graduate of the University of Southern Colorado with a Bachelor of Arts degree in history.

    Ms. Mitchell retired from the United States Army after 25 years of service in the fields of military personnel policy, management, and personnel systems. Following her retirement, she was employed in the private sector as a human resources consultant before returning to the Department of Defense.

  • Dinah Cohen

    Dinah F. B. Cohen is the Director for the Department of Defense (DoD) Computer/Electronic Accommodations Program (CAP). Ms. Cohen works closely with senior leadership throughout the federal sector to ensure employees, beneficiaries, and members of the public with disabilities have equal access to federal services and employment. Ms. Cohen also initiated a program to provide assistive technology and accommodation support to wounded Service members to aid in their rehabilitation and recovery process.

    Under Ms. Cohen's leadership, CAP received the Office of Personnel Management’s 2008 President’s Quality Award for Expanded E-Government. CAP has also received the 2006 Freedom to Compete Award from the Equal Employment Opportunity Commission. Additionally, in 2011 the CAP office received the Wounded Warrior Hiring and Support Award from the Navy. Ms. Cohen was the recipient of the 2009 Federal 100-Presidential Award for her role in management excellence. The Partnership for Public Service honored Ms. Cohen as the recipient of the 2007 Service to America Medal for her team’s tremendous impact on employees with disabilities and wounded Service members.

    Ms. Cohen is an international speaker on disability policy, reasonable accommodations, accessibility and information technology and its impact on employment of people with disabilities. She continues to serve on numerous interagency accessibility committees and conference groups.

    Ms. Cohen is a Certified Rehabilitation Counselor. She received her Master of Science degree in Counseling Psychology with a concentration in rehabilitation counseling from the State University of New York. She also holds a BS in Social Science/Elementary Education from Russell Sage College in Troy, New York and received their 2008 Women of Influence Award.

  • Jase McCarty

    Jason (Jase) McCarty is a Advisory SDSpecialist for EMC Corporation focusing on virtualization and storage in the U.S. Federal government and public sector.

    Prior to joining EMC, McCarty worked for five and a half years at an Internet lending company, as a Senior Systems Engineer and Architect, where he managed hundreds of hosted systems for banks, credit unions, and other financial institutions. Prior to that, McCarty worked in the health insurance industry for five years as a Systems Engineer, Application Engineer, and Account Manager. Before joining the ranks of the private sector, McCarty worked at The University of Southern Mississippi for the Mississippi Department of Education managing of a statewide technology program.

    McCarty has been a member of the Air National Guard for more than 22 years. In that time, he has worked as an Avionics Technician and a Computer Systems Technician. He is a recipient of the Air Force Commendation Medal and the Air Force Achievement Medal. He currently holds the rank of Master Sergeant, managing infrastructure operations.

    In conjunction with his professional and military careers, McCarty has also worked as an Adjunct Instructor at Tulane University College and the University of Phoenix, focusing on Information Technology topics including systems, applications, and electronic business.

    He is a co-author of two books on VMware virtualization technologies and a three-time recipient of the VMware vExpert designation.

    McCarty holds a Master of Science in Engineering Technology and a Bachelor of Science in Electronic Engineering Technology from the University of Southern Mississippi in Hattiesburg, MS.

  • Keith Trippie

    Keith Trippie is the Executive Director for the Enterprise System Development Office (ESDO) within Office of the Chief Information Officer (OCIO) of the Department of Homeland Security (DHS). As Executive Director for ESDO, Mr. Trippie is responsible for overseeing the department’s cloud strategy, driving mobility solutions, and enterprise business solutions. Mr. Trippie oversees a broad range of enterprise offerings providing capabilities for enabling a mobile workforce, enhancing analytics, and reducing the time and cost to market for new services.

    Before this position, Mr. Trippie served as the Acting Executive Director for the Enterprise Business Management Office (EBMO) within OCIO at DHS. As the Acting Executive Director of EBMO, he was responsible for generating enterprise strategies for IT business management, including portfolio management of integrated IT services, and overseeing DHS IT process and procedures for annual capital planning and budget formulation, e-Government, and the review of DHS IT acquisitions.

    Mr. Trippie joined DHS in the Transportation Security Administration, where he focused on improving information sharing with TSA stakeholders.

    Mr Trippie is a member of the Senior Executive Service and was recently awarded the Fed 100 Award in 2012. Mr. Trippie's organization received the Excellence in Government award for Customer Service in 2012 for the Self Check online solution. Mr. Trippie serves as the Chair for the DHS Applications and Services Council (ASC) and also serves as an Executive Committee Member of the American Council for Technology and Industry Advisory Council.

    Mr. Trippie brings more than 19 years of professional management experience delivering IT and logistics services to the public and private sectors. He also is a graduate of the University of Arkansas and the Harvard Business School Executive Education Program for Leadership Development.

  • Jose M. Padin

    Jose Padin leverages more than a decade of engineering, consulting, and information technology management experience in his role at Citrix, and is an expert in providing successful mobility, virtualization, and cloud solutions to U.S. Federal, state, and local governments. He is a regular speaker at industry events and a spokesperson around technology initiatives including datacenter consolidation, desktop virtualization, mobility, telework, cloud computing, thin client initiatives, and IT consolidation. Prior to working at Citrix, Padin worked at Oceana as an Enterprise IT Manager, leveraging virtualization technologies to create a state-of-the-art, worldwide IT infrastructure.

    Padin holds a Bachelors of Science in Management Information Systems from the Rochester Institute of Technology.

  • Siva Prakash Yarlagadda

    Prakash Yarlagadda is responsible for developing and executing CSC’s strategy for Enterprise Mobility in the Federal market space. He is accountable for exploring new technologies and developing next generation products and services around Enterprise Mobility, VDI Social Media & Unified Communications & Collaboration. Responsibilities include product management, vendor partnerships, and business development. He also manages an innovation lab that is focused on applied research.

    Prior to his current role, he started a new Integration Line of Service for ITIS, CSC and successfully built and delivered new capabilities.

    Yarlagadda has more than 18 years of experience in technology, IT entrepreneurship, and IT management across startups and Fortune 500 companies. He also founded two startups over this period. His specialties include IT management, strategic planning, business development, operations, IT risk management, organization development, product development, systems engineering, and architecture.

    Yarlagadda holds a Bachelor’s degree in Computer Science from Karnatak University, a Master’s in Computer Science from University of Mississippi, and an MBA from Virginia Polytechnic. He also holds several technical and management certifications.

    James G. Neighbors, a member of the Senior Executive Service, is the SES Executive Director,  DoD/VA Collaboration Office, Office of the Undersecretary of Defense for Personnel and Readiness, Pentagon, Washington, D.C.

  • Dr. Alexis Adams

    Dr. Adams joined the U.S. Office of Personnel Management (OPM) as a Personnel Research Psychologist in the Assessment Services Branch of OPM in July 1999. She currently conducts research and develops policy guidance on programs that support a healthy work/life balance for Federal employees across the government in the Work/Life and Performance Culture Office at OPM. In addition to working in the area of telework, Dr. Adams focuses on Employee Assistance Program initiatives and assisting agencies in action planning around Federal Employee Viewpoint Survey results. 

    Dr. Adams received her Bachelor of Arts degree in Psychology from Hampton University in 1992. She earned a Master of Arts degree in Social Psychology (1996) and a Doctor of Philosophy degree in Social Psychology (1999) from the University of Maryland, College Park. Dr. Adams’ dissertation focused on perceptions of gender discrimination in women. In the spring of 2010, Dr. Adams completed the Certified Professional Coach Program at the International Coach Academy.

  • Dr. Kim Wells

    Dr. Kim Wells received her Ph.D. in Organizational Behavior from Claremont Graduate University, California. With her dissertation, “Creating Contexts for Tacit Knowledge Sharing in Virtual Teams,” Dr. Wells solidified her interest in the relationship between organizational innovations such as non-traditional work structures and outcomes important to workplace performance. 

    Dr. Wells has worked in applied research and evaluation for 14 years, in both non-profit and for-profit organizations. In 2004, she joined the U.S. Office of Personnel Management (OPM) as Research Psychologist for the Organizational Assessment Branch. During her tenure with OA, Dr. Wells was promoted to Lead Research Psychologist for Program Evaluation Services and directed a number of Governmentwide evaluations including assessment of the Merit Staffing system for Federal Senior Executives and a survey assessment of the dependent care needs of the Federal workforce

    In 2009, Dr. Wells joined the Work/Life/Wellness Group in OPM as a senior method, measurement, and subject matter technical expert. Her research has covered a range of work-life topics providing a broad base from which to manage research and provide guidance in support of Governmentwide work-life practice and policy. Recently Dr. Wells directed an evaluation of Federal agency telework policies, and an inter-agency Leadership Thought Forum on Telework with the facilitated discussion method developed to identify actionable solutions to perennial barriers to Federal telework, including change resistance and cybersecurity.  She is currently directing a survey to assess the success of Federal work-life programs for addressing the needs of Executive Branch employees. 

    Dr. Wells remains actively involved in several professional associations, including the American Psychological Association, Academy of Management, and the Society for Industrial and Organizational Psychology, with numerous academic conference presentations and professional paper submissions. She has remained active in publication with studies examining, for example, the relationship between telework implementation strategies and workplace performance outcomes (e.g., employee commitment, knowledge sharing), and the relationship between work-life programs (e.g., childcare subsidy) and quality of childcare and employee performance indicators. Like most professionals, Dr. Wells struggles to balance work with other career and life interests.

  • Meryl Hershkowitz

    Meryl Hershkowitz is one of two Group Directors for the Trademark operation of the United States Patent and Trademark Office (USPTO). As Group Director, she leads a staff of eight law offices comprised of about 200 trademark examining attorneys. She has been actively involved in the management and coordination of the award winning Trademark Work at Home Program since its inception in 1997. She first joined the USPTO as a trademark examining attorney in November of 1990, became a senior trademark attorney in October of 1996, a managing attorney in August of 1998, and joined the Senior Executive Service as a Group Director in 2006. Hershkowitz received her J.D. from New York University School of Law and her B.A. in Political Science from the State University of New York at Stony Brook. She is a member of the bars of the States of Connecticut and Virginia and practiced law privately in Connecticut before joining the USPTO.

  • Ron Ross

    Dr. Ron Ross is a senior computer scientist and Fellow at the National Institute of Standards and Technology (NIST).  His current areas of specialization include information security, testing and evaluation, and risk management.  Dr. Ross leads the Federal Information Security Management Act (FISMA) Implementation Project, which includes the development of security standards and guidelines for the federal government, contractors, and the United States critical information infrastructure.  His recent publications include Federal Information Processing Standards (FIPS) Publication 199 (security categorization standard), FIPS Publication 200 (security requirements standard), NIST Special Publication (SP) 800-53 (security controls guideline), NIST SP 800-53A (security assessment guideline), NIST SP 800-37 (security authorization guideline), and NIST SP 800-39 (enterprise risk management guideline).  Dr. Ross is the principal architect of the Risk Management Framework and multi-tiered approach that provides a disciplined and structured methodology for integrating the suite of FISMA-related security standards and guidelines into a comprehensive enterprise-wide information security program. Dr. Ross also leads the Joint Task Force Transformation Initiative Working Group, a joint partnership with NIST, the Department of Defense, the Intelligence Community, and the Committee on National Security Systems to develop a unified information security framework for the federal government.

    In addition to his responsibilities at NIST, Dr. Ross supports the U.S. State Department in the international outreach program for information security and critical infrastructure protection.  Dr. Ross previously served as the Director of the National Information Assurance Partnership, a joint activity of NIST and the National Security Agency.  A graduate of the United States Military Academy at West Point, Dr. Ross served in a variety of leadership and technical positions during his twenty-year career in the United States Army.  While assigned to the National Security Agency, he received the Scientific Achievement Award for his work on an inter-agency national security project and was awarded the Defense Superior Service Medal upon his departure from the agency.  Dr. Ross is a three-time recipient of the Federal 100 award for his leadership and technical contributions to critical information security projects affecting the federal government and is a recipient of the Department of Commerce Gold and Silver Medal Awards.  Dr. Ross has been inducted into the Information Systems Security Association (ISSA) Hall of Fame and elected to the grade of ISSA Distinguished Fellow. Dr. Ross has also received several private sector awards and recognition for cyber security including the Vanguard Chairman’s Award, the Symantec Cyber 7 Award, the InformationWeek’s Government CIO 50 Award, and the ISACA National Capital Area Conyers Award.  During his twenty-year military career, Dr. Ross served as a White House aide and as a senior technical advisor to the Department of the Army.  Dr. Ross is a graduate of the Defense Systems Management College and holds Masters and Ph.D. degrees in Computer Science from the United States Naval Postgraduate School.

  • John Yun

    John Yun, a director of product marketing at Blue Coat, is an industry veteran with 20 years of experience in network security, VoIP, and wireless communication. Yun is currently leading the marketing efforts for the Blue Coat cloud, mobile, and other security product portfolio.

    Prior to Blue Coat, Yun drove the marketing strategy for Websense DLP and TRITON solutions, led the marketing efforts for the McAfee Firewall Enterprise product line, and led the product marketing team at Juniper Networks.

    Earlier experiences includes marketing the Check Point security products at Nokia, development of various VoIP products as a product manager at Cisco Systems, as well as overseeing the development of accounting and monitoring products for the GSM, GPRS, and other cellular/wireless solutions at Nortel Networks.

    Anil Karmel is the Deputy Chief Technology Officer for the National Nuclear Security Administration (NNSA). RightPath is a lean and agile methodology employed via a partnership between the Department of Energy (DOE) Office of the Chief Information Officer (OCIO) and NNSA OCIO, delivering IT transformation to DOE by focusing on the key areas of people, process and technology.

    Karmel is the inventor and architect of Los Alamos National Laboratory's (LANL) award winning and patented secure hybrid cloud service broker, Infrastructure on Demand, illustrating an innovative partnership between industry and government. He also designed LANL's Enterprise Collaboration Suite, which consists of a suite of tools allowing users to collaborate how, when, and where they want on a variety of endpoints including smartphones, tablets, and zero clients. These solutions form the basis of the NNSA's Network Vision (2NV), a RightPath project delivering ONEvoice powered by YOURcloud on the OneNNSA Network, laying the foundation for a dynamic, untethered virtual workforce.

    Oakland County Executive L. Brooks Patterson appointed Phil Bertolini as Deputy County Executive/CIO for Oakland County in January 2005. Prior to that, Bertolini served as Oakland County’s Director of Information Technology. He began his career with Oakland County in 1988 with the Equalization Division.

    Bertolini is a vocal advocate for cloud and enterprise solutions in government, cross-boundary resource sharing, and inter-jurisdictional cooperation. He has overseen the development of unique government technology programs and created successful models that can be implemented by other governments interested in improving operations while containing costs.   • Sharon Wall

    Sharon Wall was selected by General Service Administration (GSA’)s Administrator in December of 2010 to lead the agency’s Telework Program Management Office following the signing by President Obama of the Telework Enhancement Act of 2010. Building upon her successful role and numerous accomplishments on behalf of GSA, she was asked by FAS Leadership to lead the Workplace Strategic initiative in collaboration with PBS to bring enterprise solutions to Federal Agencies. The primary goal is to assist agencies to transform their workplaces and their workforces building upon GSA’s successes and lessons learned. She is recognized as a subject matter expert on the subject and is sought as a guest speaker. Under Wall’s leadership, GSA was awarded GTRA’s award for Telework and Workforce transformation and the Telework Exchange’s award for Leadership in Telework.

    Wall is the Regional Commissioner for New England and has served in this position since April of 2004.  She is responsible for the transformation of Region 1 FAS to a high performing results oriented organization.  The New England Region consistently is rated number 1 in Customer Satisfaction across all elements of nationally conducted surveys for Assisted Acquisition Service.  Wall has been recognized for outstanding leadership of the Federal Acquisition Service of GSA by the Region’s Administrators.

    From 2002 to 2004, Wall was the Chief Technology Officer for Long Term Care Partners, (LTCP) LLC A joint partnership between John Hancock Financial Services, Inc and Metropolitan Life Insurance Company.  She was responsible for the overall strategic technology direction for LTCP where she managed a team of IT professionals and contractors in the operational support of applications, systems, network and infrastructure required to fulfill the mission of the Federal Long Term Care Insurance Program managed by the Office of Personnel Management on behalf of both the civilian agencies and the Department of Defense. The program has more than 20 million eligible members.

    From 1987 to 2002, Wall was the General Director of Global Network Services for John Hancock where she was responsible for the operation and strategic direction for John Hancock’s Information Technology infrastructure including the entire enterprise network environment. She is a past recipient of the John Hancock Corporate Award, the highest award conveyed by the company for innovation.

    Mika J. Cross is a Human Capital Policy Strategist specializing in work/life balance, diversity, inclusion and employee engagement. Her background includes military personnel and Federal civilian human resources management within the Department of Defense and the National Intelligence Community. She joined the United States Department of Agriculture in 2010 as the Work/Life and Wellness Program Manager. Her primary duties include program management, policy guidance and oversight for quality of life programs including Telework, flexible work arrangements, parenting and elder care support, employee assistance, healthy workplace practices and wellness initiatives. Since joining USDA she has been instrumental in shaping workforce communications in support of Secretary Vilsack’s Cultural Transformation initiatives.

    Her keen abilities to develop effective and creative communications, marketing and outreach strategy coupled with a unerring talent for strategic vision make her highly sought after to lead cross-Agency knowledge management projects and collaborative working groups. Following the tragedies of 9/11, she was instrumental in developing workplace policy, doctrine and protocol within the United States Intelligence Community, for deploying a primarily civilian workforce into Iraq and Afghanistan in support of the War on Terror and for the reintegration procedures for acclimating them back upon return - including the development of a family support infrastructure.

  • Jeff Hughes

    Jeff Hughes assumed the duties of Chief, Exercise Support Division in August 2009. The Division provides support and expertise in the design, development, conduct, and after-action reporting for all-threats/all-hazards contingency exercises. The Division operates out of three sites Portsmouth, Va.; Washington, D.C.; and Alameda, Ca. 

    Hughes was a 2010 Department of Homeland Security Senior Fellow.

    Prior to this assignment Hughes was the Chief, Exercise Support and Coordination Division and Deputy of the U. S. Coast Guard Office of Contingency Exercises (CG-535). Hughes joined Federal civilian service as a GS-15 following a 23 year career as an active duty officer in the U. S. Coast Guard.

    Born in Alabama, he enlisted in the Naval Reserve and attended the Naval Academy Preparatory School in Newport, RI through which he gained entry to the Coast Guard Academy. He graduated from the Academy in 1985 with a Bachelors of Science in Government and was commissioned as an Ensign in the U. S. Coast Guard. In 2000 he was awarded a Master of Arts in National Security Strategy and Strategic Studies from the U. S. Naval War College.

    His final assignment on active duty was as a Strategic Planner, Operational Plans and Joint Force Development Directorate, the Joint Staff (J-7) in 2007.

    Hughes served three tours afloat. He was Operations Officer in USCGC ESCANABA (WMEC 907), Commanding Officer USCGC POINT KNOLL (WPB 82367) and Deck Watch Officer in USCGC UNIMAK (WHEC 379).   • Danette Campbell

    Danette Campbell is the Senior Advisor for Telework at the United States Patent and Trademark Office (USPTO). She is responsible for developing and implementing comprehensive telework and hoteling programs for agency employees in order to address productivity, employee retention, and space management issues.

    Prior to starting at USPTO in January 2006, Ms. Campbell was employed at the Metropolitan Washington Council of Governments (MWCOG) where she was responsible for the oversight of public and private sector telework in the Washington metropolitan region. During her tenure at MWCOG, Ms. Campbell was instrumental in the design, development, and promotion of such programs as Telework Virginia and the Telework Partnership with Employers. She has held the position of Vice President of the Mid-Atlantic Telework Advisory Council and played a major role in the annual Washington Area Conferences on Telework from 2002 through 2004, and the Senior Executives’ Telework Event in 2005.

    On July 18, 2006, Ms. Campbell testified before the Congressional Committee on Government Reform's Subcommittee on the Federal Workforce and Agency Organization on the USPTO's teleworking program. During her testimony, Ms. Campbell provided information to the Committee about the Trademark Work at Home program and the Patents Hoteling Program. She explained the benefits that these programs have for employees and for the USPTO.

    Ms. Campbell has spoken about telework to representatives of Rospatent (the Russian Patent Office), the Indian Patent Examiners, the European Patent Office, the Japan Unisys Users Association, the Canadian Intellectual Property Organization, the Mexican Officials, the Thai Delegation, the Korean Officials, the Federal Real Property Advisory Committee, and was a featured speaker at the Boston Collaboration Summit, as well as at the Future of Continuity of Operations and Telework Training Conference in 2008. Ms. Campbell has been a panelist and moderator at numerous Telework Exchange (now Mobile Work Exchange) Town Hall events. In 2010 she was a panelist at the Gov 2.0 Expo, the 2010 IRMCO Conference, and the Senior Executives Association's annual leadership conference. Ms. Campbell was a featured panelist at the August 2011 FedScoop telework event in Washington, DC. and at the CES Government 2012 Conference.

    Ms. Campbell is a member of the OPM Telework Advisory Group where she represents the United States Patent and Trademark Office and provides telework guidance to the Advisory Group. In March 2010, she was invited to join the President, First Lady and their policy teams at the White House Forum on Workplace Flexibility.

    In June 2010, the United States Patent and Trademark Office was awarded the 2010 Tele-Vision Award from the Telework Exchange for Innovative Application of Technology to Support Telework and Ms. Campbell was awarded the Telework Exchange’s 2010 Federal Telework Driver Award.

  • Joshua Lashbrook

    Joshua Lashbrook is the Chief Technology Officer (CTO) of the Defense Logistics Agency (DLA). He previously served as Chief, Emerging Technologies and was responsible for assessing emerging technologies against current and projected business requirements and priorities. DLA is America’s Combat Logistics Support Agency, providing effective and efficient worldwide support to Warfighters and other diverse customers. DLA employs nearly 27,000 military and civilian personnel who operate a global logistics enterprise worth more than $40 billion in 28 countries, managing nearly 5 million items in eight supply chains.

    As the CTO, Mr. Lashbrook establishes the technical vision and leads all aspects of DLA’s technical information technology (IT) development. As a key member of the DLA Information Operations (J6), Mr. Lashbrook works with DLA IT directors at twelve geographically dispersed locations, Department of Defense activities and commercial partners. Mr. Lashbrook collaborates with external agencies and commercial organizations to identify efficient and effective IT solutions as well as emerging technologies that will add value and support to accomplishing the DLA mission. He is responsible for ensuring cost reduction and providing value added cost management analysis for the DLA and J6 leadership. He is responsible for managing DLA critical applications (such as the Enterprise Business System) at Defense Enterprise Computer Centers (DECC) of the Defense Information Systems Agency.

    Mr. Lashbrook served a total of 15 combined years between active and reserves with the United States Air Force. He began his federal civilian service in 2000 and has held various demanding and challenging positions with the United States Department of State, Defense Information Systems Agency, and the United States Air Force.   • Eric Kretz

    Eric Kretz has served as the Director for FEMA's National Continuity Programs Directorate, Continuity of Operations Division since November 2010, where he is responsible for lead agency integrated Continuity of Operations for U.S. Federal, state, local, and tribal governments. Kretz manages integrated planning guidance, training, exercises, assessments, and operational support to help ensure that Federal, state, territorial, tribal, and local governments can continue their essential functions, under all conditions. Prior to assuming responsibility as the Division Director, Kretz served in various management positions within the National Continuity Programs Directorate since 2002.

    Kretz served in FEMA’s recovery operations from 1998 to 2002. He held various management positions in providing federal individual disaster assistance, individual family grant disaster relief in coordination with state governments, cooperative disaster relief with the American Red Cross, and cooperative relief with international organizations for Kosovo operations in 1999.

    Kretz began his government service in the U.S. Coast Guard. He is a graduate of the United States Coast Guard Academy and also studied as an exchange student at the United States Military Academy at West Point. His active duty service included six years aboard Coast Guard Cutters and three years on the staff of the First Coast Guard District Commander. Kretz served as the Commanding Officer of the Coast Guard Cutter Red Oak from 1991 to 1993. He also served as an Aide to the First Coast Guard District Commander as well as on his operations staff.

    Kretz left active duty Coast Guard service in 1993 and entered the manufacturing industry. From 1993 to 1998 he held several management positions in plastic container manufacturing including responsibility for the production of over $60 million in annual sales.  

    Kretz holds a Masters of Business Administration Degree from James Madison University. He is a Master Continuity Practitioner, Continuity Excellence Series Level 2. He remains active in the Coast Guard Reserve. He and his family currently reside in central Maryland where he is active in several volunteer organizations in his community.

  • Anthony N. Macri

    As Smart Occupancy lead for GSA’s 1800 F Headquarters renovation project, Anthony Macri works on the front lines of GSA’s enterprise-wide business management and cultural transformation. As an adviser to former GSA Administrator, Martha Johnson, Mr. Macri co-led GSA’s Telework Project Management Office (PMO) to reboot GSA’s flexible workplace capability. Macri’s areas of focus include, organizational development, strategy implementation, group facilitation, team management, stakeholder identification, and design and delivery of events that further the mission of government organizations.

    Major General Robert E. Wheeler is currently serving on the staff of the Secretary of Defense (OSD) as the Deputy Chief Information Officer for Command, Control, Communications, and Computers (C4) and Information Infrastructure (DCIO for C4IIC). 

    General Wheeler was commissioned through the Reserve Officer Training Corps. A command pilot with more than 5,000 hours in multiple aircrafts. His staff assignments include air campaign analyst for the Air Force Studies and Analysis Agency, member of the Chief of Staff of the Air Force's Operations Group (CX), Headquarters U.S. Air Force and division chief for the Joint Chiefs of Staff regarding European security issues.  He has also been the senior military adviser to the U.S. Mission for the Organization for Security and Cooperation in Europe.

    The general was previouslythe J3N, Deputy Director for Nuclear Operations, U.S. Strategic Command, Offutt Air Force Base, NE. In this capacity, he is the principal adviser to the commander on issues pertaining to strategic deterrence and nuclear operations.     Lieutenant Colonel Anmy D. Torres is the Chief, Cyber Plans, Transport, and Sustainment for the Air National Guard, National Guard Bureau. Colonel Torres is responsible for the holistic sustainment of client and enterprise-side through domain-centric infrastructures spanning fixed & wireless enclaves. Before moving to the ANG in July 2011, she was the Director, Defense Knowledge Online (DKO) and Secure Go Mobile (SGM) where she worked with Department of Defense (DoD) agencies to implement a mobile strategy to enable DoD to use the latest smartphone technology (iPhone/iPad and Android) in a secure and certified environment. Colonel Torres has received many accolades throughout her career for her performance including her selection as 2010 Federal Computer Week "Federal 100" Award recipient.   • Russell Pittman

    Rus Pittman is currently the Chief Information Officer and Director, Division of Information Technology (DIT) at the Federal Deposit Insurance Corporation. He started with the FDIC in August of 2003 as the Assistant Director of the Operations Branch in Technical Infrastructure Management. In August of 2004, he was selected as the Deputy Director (Deputy CIO) for the Infrastructure Services Branch within the Division of Information Technology. 

    He has been responsible for many DIT improvement efforts including the $22M Infrastructure Modernization project, numerous Help Desk Improvement efforts, and the $460M Infrastructure Support Services contract consolidation project. Pittman has also initiated a number of process improvements within DIT’s Infrastructure Services area which have enabled DIT to respond more quickly to clients’ needs and have fostered an improved working relationship between the various branches of DIT and our customers in the Divisions and Offices we serve.

    Before joining the FDIC, Pittman was the Chief Technology Officer at the Indian Health Service (IHS), an agency within the Department of Health and Human Services, where he had complete responsibility for all IHS infrastructure and nationwide support.

    Pittman has a Bachelor of Science in Chemical Engineering from the University of Arizona and a Master of Business Administration degree from the Isenberg School of Management at the University of Massachusetts - Amherst.

    Catherine Teti has 30+ years of experience developing and directing information management programs and systems. In her current position as the Director of HHS’ National Capital Region HR Center, Teti has been responsible for completing the implementation of the newly organized center; effecting an organizational transformation to streamline end-to-end hiring processes and enhance customer service. In her previous position as the Managing Director of Knowledge Services at the U.S. Government Accountability Office (GAO), Teti provided leadership for agency-wide initiatives to leverage organizational knowledge retention and sharing by maximizing the way GAO collected, used, disseminated, protected, and preserved its institutional information assets. Successful initiatives included the implementation of an agency-wide electronic records management system, the development of a corporate taxonomy to provide a stronger foundation for the classification and reuse of organizational knowledge collections, and the implementation of GAO’s privacy program. Prior to her tenure at GAO, Teti directed information management and public disclosure programs at three Federal agencies and a government corporation. In addition, she managed major systems design and analysis projects for two private sector consulting firms.

    Teti is a member of AIIM and ARMA and has served on Federal working groups charged with reviewing policies and practices for the effective capture and retention of electronic information assets.

    Eric Adams has been employed by the U.S. Government Accountability Office (GAO) since December 2007 where he serves as the Director of Workforce Relations and as GAO’s Telework Managing Officer. In this position, he established the first labor-management relations program in GAO’s 91 year history upon GAO analysts and specialist voting to be represented a Union. The Workforce Relations program also has, among other areas, responsibility for Employee Relations, Benefits, and Telework at GAO.

    Prior to GAO, Adams served as the Labor Relations (LR) Officer and Acting Chief of Employee Relations for the National Labor Relations Board and has held other LR roles as an agency representative. He began his career as a Field Agent with the Federal Labor Relations Authority’s Office of the General Counsel in Denver, CO.

    William B. “Bart” Bush was appointed Assistant Commissioner for the Office of Client Solutions, Public Buildings Service (PBS), General Services Administration (GSA) in October 2011. The Office of Client Solutions is responsible for the coordination of PBS's client relationships and the creation and implementation of business processes, tools, training, and guidance to support the acquisition and delivery of space assignments and related services to our clients. 

    Prior to his appointment Bush served as Assistant Commissioner for Real Property Asset Management and as Regional Commissioner for PBS in the National Capital Region (NCR) since joining GSA in 2006.  

    Prior to his service with the Federal Government, Bush served as Deputy Commissioner for State of New York Office of General Services Real Property Management & Development Group. He also was elected to the Syracuse, NY, Common Council in 1989 and re-elected in 1993. Bush also served as Economic Development Director for the City of Syracuse, and worked in the private sector with Dean Witter Reynolds.

    A native of Upstate New York, Bush is a graduate of Denison University in Granville, Ohio. He, his wife Cathy, and five sons live in Reston, Virginia.

    Cheryl Cook was appointed by Agriculture Secretary Tom Vilsack as Chief Information Officer on April 30, 2012. In addition Ms. Cook advises the Secretary/Deputy Secretary and other USDA senior managers on the strategic use of information technology to support core USDA programs and to achieve mission critical goals.

    Prior to coming to OCIO, Cook served as the Deputy Under Secretary for USDA Rural Development from March 30, 2009. In this position, she managed policies and programs in Rural Development's three main areas: Business and Cooperatives, Housing and Community Facilities, and Utilities.

    Cook served from May 1993 until March 2000 as Rural Development's Pennsylvania State Director. She also worked in USDA's Washington, D.C. office as Executive Officer of the National Food and Agriculture Council.

    Between Federal appointments, Cook served as Deputy Secretary for Marketing and Economic Development at the Pennsylvania Department of Agriculture and as Executive Director for the Keystone Development Center, a non-profit organization in Pennsylvania that helps new and emerging cooperatives. She was a member of the National Farmers Union's public policy staff, focusing on dairy, credit, and environmental issues. She also maintained a private law practice.

    George J. Jakabcin is the Chief Information Officer for the Treasury Inspector General for Tax Administration (TIGTA), a $152 million (862 staff) Independent Audit/Law Enforcement Treasury Bureau. In fiscal year 2012, TIGTA identified monetary benefits totaling more than $21 billion in IRS recommendations for improved operations. TIGTA is routinely recognized as a best place to work, ranking 13th out of 292 agencies in the Partnership for Public Service’s Best Places to Work in the Government 2012 publication. TIGTA moved up from 16th in the 2011 survey. Jakabcin is an accomplished executive with more than 37 years of experience in information technology, information systems security, telecommunications, and systems integration. He has a proven track record of successfully leading people, driving and managing change, and managing significant programs.

    Prior to joining TIGTA, Jakabcin served as the Assistant Deputy Associate CIO (ADA CIO) - Systems Integration (SI) for the IRS. As ADA CIO - SI, Jakabcin was a key leader in organizational development/change management efforts to deliver integrated project support across all engineering and architecture disciplines. The scope of his responsibilities included systems, infrastructure and security engineering, enterprise architecture management, data architecture/data management, integration and performance testing, portal operations and modernization, and core infrastructure projects. He ensured the effective integration of IT systems engineering and aligned business needs with technical solutions while considering emerging technologies. 

    Jakabcin joined the IRS in 2002. As Director, Modernization Security he ensured that the modernized security capabilities adequately safeguard taxpayer and other sensitive data.  He established the Security Engineering function within IRS and was responsible for providing executive leadership in the design, development, and delivery of a comprehensive Service-wide IT Modernization and System Security program.  His team led implementation of numerous technological innovations that garnered awards from the highest levels of the IRS. Prior to joining the IRS, Jakabcin held leadership positions with Lockheed Martin, GTE/Contel, Satellite Information Service Corporation (SISCORP), Informatics, Lexis/Nexis, and Ace-Federal Reporters, Inc.

    He was the initial Chair of the Industry Advisory Council (IAC) for the Information Assurance Shared Interest Group (SIG) and led the development of the information assurance approach to security management. He was a 2008 finalist for the Government Information Security Leadership Award. While at IRS and now at TIGTA, he serves as a government representative on the Cybersecurity SIG Government Advisory Panel (GAP).  He also serves on the Council of Inspectors General on Integrity and Efficiency (CIGIE), Chief Information Officer’s Working Group.

    Jakabcin holds a Bachelor’s degree from LaSalle College (now LaSalle University) and an MBA from Lehigh University. He is a Certified Information Security Professional (CISSP) and also holds the System Security Engineering – Capability Maturity Model Appraiser (SSE-CMM Appraiser) certification.

    Jakabcin is an enthusiastic music, movie and sports fan, and he is a competitive tennis player.
